Solution-to-Proposal
A run starts when the shape of a solution is agreed and somebody has to turn it into an offer. The processes here configure what will actually be sold, price it against the rate card and whatever the customer already bought, assemble the quote, write the proposal that says what is included and what is not, and answer the security, legal and procurement questionnaires that arrive with any serious purchase. Anything non-standard goes for approval before it leaves. The approval machinery itself, who may discount what and on what evidence, belongs to operations; what leaves this stream is an offer the customer can say yes to.
